The intolerable flaw in D is that it disorts the meaning of the original sentence. The first half of the orginal sentence says that among the energy produced in France, 75% of it comes from nuclear power. The sentence then makes a comparison that in Germany, over 33% of the energy produced comes from nuclear power. But when you look at D, it's trying to say that IN FRANCE, over 33% of the energy comes from neclear power in German, another contry. When we check if the format is parallel, more important thing is to make sure if it's logically consistent.

E的理由:文章应该强调的是F和G国中,原子能占总能量的百分比的对比,并无侧重点不同之意。我觉得表达单纯的对比的意思,用compare比较好。C、D中的whereas主要还是用来表达转折的意思,本题中表示什么转折呢?转折一般要么是让步转折,要么是表达侧重点的不同的转折,用了whereas,相反带来了不应该有的文章侧重点的转移。
E的问题:where从句显罗嗦,但是E表达的意思我认为是最清楚的,并没有不能容忍的语法错误。
除了whereas用法置疑外,C有无端改变句子中心的问题、D有修饰不清的问题。
