e中的is不是main verb 吗，为什么说他没有main verb，而非得在is 后加applied

虽然这题较易做对,但是和og204 一样,在看解释前我无法看出it is in reference to有何不妥,只能试着从"不影响表达下,动词结构优于名词结构"这一GMAT潜规则理解.

对照本题E：
it is in reference to people apparently incapable of feeling compassion or the pangs of conscience.

E 错在哪了？

我觉得，可能是因为In the reference根本无法表达refer to的意思。

可是又拿不出证据……………………

補習班上課講義

in reference to=with reference to (prep phrase): concerning, about, in connection with
EX: I have nothing to say with reference to this question.
EX: He spoke in reference to the new plan

所以放在這一題裡面，我的理解是about的意思，把(E)句的applied補回來（照OG的指示）
(E) it is applied in reference to people
比較之下意思怪怪的(it is about)，沒有(C)選項來的清楚。

我觉得Ｅ的错误关键用了people，而前面一句是单数形式 an especially brutal criminal

感觉　in referrence to 时 concerning, about的意思，只能做状语,不能做表语，若作表与改变意思。

It is precisely in reference to such functions that the issue of royal control arises中，是强调句，应为，issue areises precisely in reference to functions, 所以还是做状语，与E不同。

'in reference to 'also means "about", eg: May I ask what is this in reference to? (On the phone)

So Gmat never use a term which can make a ambiguity.
