In December of 1987 an automobile manufacturer pleaded no contest to criminal charges of odometer tampering and agreed to pay more than $16 million in civil damages for cars that were test-driven with their odometers disconnected.

D选项是have the car disconnected with odometers 的结构吗? 如果是, 有什么倒装的理由吗? 还是只为使选项更具迷惑性?

从结构上讲是：pay.. for having done sth 动词是test-drive->have test-driven

Those cars' odometers were disconnected while they were test-driven.

Personal opinion, hope it helps....

所以说 having cars test-driven 和 having test-driven cars 原来可以是一个意思的嘛
