首先过去完成式表示一种比较，常跟一般完成时态连用，原文里并没有与现在完成时态的比较 所以不能用过去完成时态 排除了A B 2.现在完成时态用的时候要有明显的时间标志词 例如since.... within／over the last／past／recent x years 3 这里是指一个agreement 是一个客观事实 所以要用一般现在时态 4E选项allow for dumping by municipalities 这样用意思不对 akward作者: Iucsh 时间: 2012-3-16 11:41
其实这是句意问题。如果明白了作者 的意思，就容易作了。 它的本意是：现在我们被允许倒的量是1972年定下来得。That's why choice D is right. 我也不是很理解，had been allowed to dump不应该理解成被允许倾倒的量吗，既然政府在1972年要减少这个的量，那肯定是减少之前被允许倒的量。如果用现在时，那不是表示减少的这个量是现在的量，不符合逻辑啊...
大家还有别的解释吗？
