Teenagers are often priced out of the labor market by the government-mandated minimum-wage level because employers cannot afford to pay that much for extra help. Therefore, if Congress institutes a subminimum wage, a new lower legal wage for teenagers, the teenage unemployment rate, which has been rising since 1960, will no longer increase.

If B is true, then something else other than minimum wage must have contributed to the raising teenage unemployment rate, therefore, the proposed lowering of minimum wage for teenagers may not be able to completely stop the increase of teen unemployment rate -- the original argument is weakened.

C is not really relevant to the line of reasoning of the argument.
