A里面的that指代什么呢?

1. would 表示猜测好

2 that of 不必没有指代对象

首先，时态上前面未划线部分说的是8月份的增长率，后面对7－9月份的预期表明时态上只能是过去将来时；

再看比较，比较的是消费增长率，从前面未划线部分和后面的the 1.4 percent growth rate 可以看出，这时候A的that of不但that没有指代对象，而且显得多余。
