It is a strange question. There are lots of gaps and we need a bunch of assumptions to make the argument hold. My understanding is that the argument relies on the fact that it is still cheaper to assemble TV in V than in B. Therefore when there are fewer TV assemblers in B and fewer TVs assembled in B, the TVs are imported from V for the lower cost.
Any comments?

如果B对电视机的需求降低了,那么B的assembler的减少正好适应这一变化,就无法得出B从V进口的电视机增加
所以只有需求不变,而本地生产的电视机减少了,才会导致进口的增加,所以此题的假设是(1)需求不变(2)B地区工人生产率不变
