如果你只是纠结于B和C的话我个人的意见是 B选项是非常明显的无关选项因为题目从未谈及‘efficiency’的事情

这道题我也做错了，纠结于E选项。我理解全文的意思是：因为欧洲公司在欧洲市场具有很好的优势，美国公司不得不回本土发展。政府就想通过激发本土人们对太阳能的需求来保证美国公司的产量。我认为要保证成功，有两个条件需要满足：1、美国本土的太阳能的市场尚未饱和，如果饱和了，就算怎么激发也没有用，2、美国市场没有其他国家的来抢。所以E和C都应该对。最终选了E，现在也没有想通C，求大侠指引正途。

我的看法是题干已经提到If these initiatives succeed in increasing the demand for solar-power generators in the United States，也就是说结论的前提是已经成功提高了美国市场需求，E选项其实是在重复题干的信息，因为SDCAR2010说过keep in mind that the auther will NOT repeat whatever is already stated in the stimulus。
