Here, according to the abscure reference of "their",we can rule out A, B and D. But comparing C and E, I think E is more neat.

What's wrong with E？

D/E中的more fuel-efficient small cars形式永远错，有修饰歧义，因为more既可以修饰fuel-efficient ，又可以修饰small cars。
