to which ..... exposed .... , exposed to 是固定用法，只是用在which从句的时候，把to提前了

哦，那意思就是to which。。。 are exposed就是dioxins expose to N.A 的被动写法，which从句描述这些many of dioxins就是那些北美人民暴露于其中的
