b is ok, no problem, c错在什么地方呢？do 在前在后都可以呀。

我觉得这里面有一个数量关系要对应的问题。前面说得是san antonio这一个城市怎样怎样，后面对应的比较部分也应该用单数，说其他任何一个城市怎样怎样。

if you use "other cities do", it's gonna cause confusion because it does not match "San Antonio" as a signle city.

Local residents claim that San Antonio, Texas, has more good Mexican American restaurants than other cities do in the United States

This sentence can be understood as San Antonio alone, has more Mexican American restaurants that ALL other cities do. Thereofre you should use "does any other city"
