The constructions above the arugments is that: premises: The complement of the course is the necessary condition for the license( not sufficient condition!!!); All the students gratuating from the college must have had such course. In another word, gratuates means complement of the course. Conclusion: students gratuating from the college must get the license, which means complement of the course is the sufficient condition for the license.
The only way to make this right is to make complement of the course become the necessary-sufficient condition for the license.
