Argument的大意是：
作为制止非法移民计划的一部分，当局打算推出一种全国身份证。这种证件只有美国公民和登记过的外国人可以拿到，只有先拿到这个证才可以工作。当然，这样的体系也存在着或多或少的一种公民权力的滥用。因此，所有通过这个系统搜集到的个人信息必须严格保密，被授权的人只有在合适的场合才能获取。那些非法移民就不用为这个身份证系统担心了。

思路：
首先定位结论，上面加粗体的那句话。
然后，问题中说的对于担心个人信息泄露的人，他关心的是信息获取的途径，重点关注结论。
结论中有两个conceptions need to be clarified，一个是“authorized personnel”，另一个是“appropriate circumstances”。
看选项，发现D选项符合。
我觉得这题用Prephrase方法比较好，也更快。
