两者都有按照的意思（in a manner corresponding or conforming to），但是in accordance with后面一般跟随一个有权威性的条例，如规矩、惯例、标准等，强调要严格遵守。比如in accordance with the requirement that students must take a GMAT test to enter the graduate division of the school. 而according to相对就轻松的多，不是必须依从，而是做事的依据。
