不定式很复杂,可以用作主语(一般形式主语it替代,或者to do is to do)宾语,定语(多出现在名词之后起补充说明),状语(多表示目的,放在句首居多,同in order to)。

还是分词好, 除去伴随比目的好以外,这样 句子,to do的结构好像比较少吧
OG中确实有很多句子+to do是错误答案,但是楼上的观点有什么理论根据吗, 例如OG185, 是因为找不到主语吗?
还是其它的, 另外不定式修饰是否要求主语必须明确呢?!

不定式表示结果的时候主语可以是前面的句子, 刚才查过了薄冰的高级英语语法.

这里的分词修饰的是前面整个句子,The proposed health care bill would increase government regulation of health insurance, 起的是伴随状语的作用。
如果使用to do 形式,要有明确的动作发出者,不是The proposed health care bill ,也不是government regulation of health insurance它们都不能独自establish。

分词在这种位置,有时候表达主句动作和分词所表达的动作同时发生,动作的发出者可以是前面的句子的主语。
但有时候,(如这一题)就只表示前面句子内容所导致的结果,动作的发出者你可以认为是前句那整件事情。
