这点是可以的。请参考下面两个大全中的例子：

that"the group will pare daily production by 1.5 million barrels by the beginning of next year", 按照大并列的原则,应用"none nations ...trim output"结构为好.时态应该用现在时.

个人理解，
C从句意上也不对，不能说output被1.5 million barrels 修整；
只能说，国家修整output，通过1.5 million barrels 这种方式。

including 是否有修饰歧异的问题?

修饰的是N1 还是N2
也就是
不知道修饰The output还是non-OPEC nations?

这题确实是"if x happens, then y will happen"的变体
此外，个人觉得这里还考了一个并列结构：

...only if non-OPEC nations...trim

其实不用管那么多，直接看announced that后面的句子就行了，其实就是，if +一般现在时，主语+will ，这道题前后颠倒了一下，所以 A,C,D的时态都不对，而B中的only if 已经表达了转折的含义，就不需要but了，而且include修饰nations，应该用复数

其实不是ETS疯了...ETS是用心良苦的，这是一个语法点：
如果在陈述这个句子的时候，此事件仍然在未来，则用will;如果此时间已经成为过去，则用would.
来自800分的Ron大神的解答：
If something is still a future event, then use the future.
Tim told me yesterday that he would finish the book by this morning.
(...was the future then, but not now; "this morning" has come and gone.)
Tim predicted yesterday thay I will die at the age of 101.
(I'm not 101 yet. Still future.)

再看这个题目，"recently announced.....by the beginning of next year" 其实都在暗示此事件还是属于将来，应该用will。
另，楼上说的没错，结合manhatten 199页（6th edition,ch12）if...then的用法，此题是if present, then future.

if/only if 条件句中的虚拟语气：
1. 表示与现在事实相反
IF+SUBJECT+DID(WERE)..., SUBJECT+WOULD/COULD/MIGHT/SHOULD+DO.
2.表示与将来事实相反
IF+SUBJECT+SHOULD(WERE)+DO..., SUBJECT+WOULD/COULD/MIGHT/SHOULD+DO.
3.表示与过去事实相反
IF+SUBJECT+HAD DONE..., SUBJECT+WOULD/SHOULD/COULD/MIGHT+HAVE DONE.
本题中应该不涉及到虚拟语气，那么 if 条件句遵循“主将从现”的原则。
根据虚拟语气和条件句的原则都可以排除其他答案。
