有点不是太明白为什么b的解释是Th is sentence compares 75 percent to Germany; it is not clear what 33 percent refers to. 为什么说是75% 跟Germany比？是从语法的角度还是句子意思的角度？好像没有说一定是主语跟后面的相比较吧？

谢谢你的解释，c我知道是对的，但是og给出的b的解释我觉得比较奇怪。Compared to Germany,这里og说是75%跟Germany比，我就奇怪为什么是75%跟Germany比，而不会认为是nuclear power跟Germany比。这里好像assume的是前面句子的主语跟compared to 后面的成分比较。
我们就单独拿出来看， Over 75 percent of the energy produced in France derives from nuclear power, compared to Germany, 这句话为什么说是75% of the energy跟Germany比？而不是其他的成分跟Germany比？

可以试着说成：
Over 75 percent of the energy produced in France derives from nuclear power, whereas just over 33 percent of
the energy produced in Germany comes from nuclear power.
也就是说改变in Germany的位置，如果放在the energy后面，就限定修饰了energy，the修饰的内容就变成了【energy produced in Germany】,限定给了Germany.
但是如果按预原来D的表示，把in Germany放在句尾，那就修饰了nuclear power,也就变成了【the energy的33%来自德国的nuclear power】。

确实有点钻牛角尖了，呵呵。不过这题我觉得出的不好。仅仅凭语法和语义不太能判断出来。
