1. as well as是as…as的结构，表示与…一样好。
第一个as是副词，第二个as是连词，引导比较状语从句。

2. 用作固定短语的as well as作为固定短语，as well as可以作Prep.也可以作conj.。

You as well as I are wrong. = Not only I but also you are wrong.
不过，as well as语气不如not only…but also强，其语意也不及后者明朗清楚，有时甚至毫无“侧重”可言。例如：

[1]As well as表示同样、也等意思，应为解释为：in addition to something or someone else。它与and是有区别的，不能简单的认为 as well as等于and：
a)意思上：A and B结构中，A与B平行，属于同一层次；而A, as well as B这一结构中，B是对A的补充，并非同一层次
b)谓语动词：以A and B作主语的句子，主语包含了含义平行的同一层次的A和B两者，所以谓语为复数；而以A, as well as B做主语的句子，主语的核心只有A，B是顺带提一下的补充句意性质的成分，因此谓语的人称和数由A的人称和数决定
c)多个名词平行，同时使用到and和as well as的结构，我们可以使用：A, B, and C, as well as D。其中，ABC是同一个层次的事物，它们之间是同一层次的平行关系，D是对ABC的一个补充，严格上来说和ABC不属于同一个层次。同理，(both) A and B, as well as C 也是正确的，AB属于同层次的事物，C是对AB的一个补充。
d)如果出现 be vulnerable to A, B, as well as C 这种句型，我们认为是错误的。因为as well as和and是有区别的，as well as不能代替and。上述句型，如果ABC属于同一层次，则应改为A, B, and C. 如果AB同层次，C是补充说明类的事物，则应该改为A and B, as well as C
[2]多个带to的结构平行时，可以考虑两种用法：要么全部都带to，要么只有第一个有to、后面的都不带。比如本题中，可以是be vulnerable to A, B and C，也可以是be vulnerable to A, to B, and to C. 其他方式的不正确。

this is not a decision that you are expected to make -- in this context, either of those two phrasings could be legitimate.
in general, "and" is a default preference (because it's simpler) while "as well as" is used when there is some sort of rhetorical reason to do so.
this is not something i've ever seen tested, and i'm basically 100% sure it will never be tested (because the difference is quite subtle, much more subtle than anything that would actually be dispositive in an official gmat problem). so it's nothing to worry about.
10) as well as常考错误迷惑选项：

在as...as前面如果只有S+V的形式的话，像你举得这个例子。后面补不补上动词都是同样意思：
i can run as fast as you (do).意思都是“我跑得跟你一样快”。
所以其实第一句跟第二句是一个道理：
i can run as fast as a deer (does).意思是“我跑得跟鹿一样快”。
但是如果前面是S+V+O形式的话，加不加do意思就会变，如：
i eat apples faster than bananas. 意思是我吃苹果比吃香蕉快。
i eat apples faster than bananas do. 意思是我吃苹果比那群叫香蕉的人吃的快。
关于比较省略的问题，你可以尝试把than，as...as后面的东西补全，看看符不符合原意。

I can run as fast as a deer. 我觉得这里不能加do, as fast as deer 形容快的一种程度，本身就可以看成一个副词
I can run as fast as you do. 这个要遵循一般的比较省略原则。这里可加可不加。

注2：as well as 有时会引起歧义句：He can speak french as well as English.
（1）他会说英语，也会说法语。
（2）他说法语能说得像英语一样好。（…as well as he speaks English）
