标题: LZM E11-2 再问

At the beginning of the year, the city allocated $150mm to cover the increases in wages that it expected to approve as a result of negations with the … labor unions.
Here, "it expected to approve" what does "it" refer to? why does it use "approve" rather than "be approved" in E?


E. increases expected to be approved in wages  it expected to approve


Could any NN help me?

it refers to the subject of the sentence "the city", and u expect something to do something u don't expect something be approved (though u could say expect something to be approved)

Banzhu, I think the use that I expect sth to be done is alright, there's nothing wrong.

Could you pls explain in any more details?
