为什么选c不选E，感觉应该和 changes in administration 并列呀？

为什么选c不选E，感觉应该和 changes in administration 并列呀？

这个就是简洁，另外E中两个成分不会并列，因为help是动词，而despite是介词。

总结一下help的用法就能解决这题了。。

help sb.

help sb (to) do

help (to) do

help (sb.) with sth.

be helpful in doing sth.

由此看来，help不能直接跟名词的！
