标题: 朱镕基:“我没有理由沉默下去”
香港《镜报》报道:朱镕基表示,现在有一股越来越大的力量,在攻击、否定、疏远和背离改革开放事业,借此设置更大的政治的、意识形态的阻碍来阻止改革,扭转中国未来发展的方向。远离改革甚至背离改革的倾向已十分明显,说他们是反对改革的特殊利益集团是不为过的。  朱镕基:出书意在迎击反改革集团
  退休九年、保持沉默的中共前总理朱镕基,九月高调出书,曾引发各种揣测。香港镜报披露朱镕基的私下谈话,显示朱镕基这次现身,是深思熟虑,意在迎击中共内部“告别改革”的特殊利益集团。
  最新一期香港镜报月刊载文指出,朱镕基私下表示,他退休后是“打定主意不讲、不干打扰人家工作的话和事的”,“但我还是违背了自己的初衷,实在是出于无奈,同时也是出于忧国忧民的心境。”
  朱镕基的忧虑,就是现在有一股越来越大的力量,在攻击、否定、疏远和背离改革开放事业。他指出,一些人提出否定改革开放,借此设置更大的政治的、意识形态的障碍来阻止改革,扭转中国未来发展的方向。
  朱镕基强调,在相当一部官员中,“告别改革”、远离改革甚至背离改革的倾向已十分明显,说他们是一群反对继续改革的特殊利益集团是不为过的。这是当前政治的一个大危险,也是将来中共十八大产生出新一届中共中央领导集体要面对的重大挑战。
  朱镕基说:“面对这个危险,我没有理由沉默下去。”
  朱镕基说政治体制改革,他在位时因难度太大没有搞起来,这对后来的改革发展影响很大,留下了陷阱和障碍,造成了更大的麻烦和后遗症。“腐败泛滥、贫富分化、相当多的地方党组织和政府失去民心、群体性冲突事件频发等等,都与此有关。”
  朱镕基认为:“现在看这一个教训:风险高、难度很大的改革,往往也是价值很高、意义很大的改革。这种改革不敢动,造成的不利后果比搞这种改革带来的风险还要大。”
  他强调,中共第三代领导集体对政治体制改革力度不够、成就不大,也是事实。“在这方面,我也有一份责任。当时我是看得清楚这一点的,但是我没有在政治体制改革问题上坚持自己的意见。对这一切,我要趁著自己头脑清醒出版我的所有讲话,用我的这些从政记录真实展示我的从政得失,为后来者提个醒,记取经验教训。”■(原文章标题 朱镕基:“面对这个危险,我没有理由沉默下去。”)

I don't think so. He has said lots of cool words, but during his tenure, education, housing and medicare have been transformed terribly and we are still suffering those bad results.
In judging whether a leader is good or bad, we should look what he has done instead of listening to what he has said.

Zhu has retired but he is still active to use his reputation to advocate his ideas and criticize the current governmental administration in public. He criticizes not for his own interests but for the public welfare. China needs more political leaders like him.

I never judge someone simply based on what s/he said. But words represent thoughts. Politics requires both rhetoric and actions. Said and done. I have no idea how political leaders can motivate if they are silent.


Reform hurts and may cause chaos, more or less, sooner or later. I don't think Zhu should take full responsibility for undesirable outcomes of reform policies during the Jiang-Zhu administration. For instance, before Zhu's tenure, China had no modern (or sustainable) social security program. What he had done in policy making increased public awareness with regard to this issue. And it is absurd to attribute current problematic property prices to the establishment of commercialized housing.  In addition to making speeches, Zhu made changes and did something rational and good in economic policy making, something no one else was willing to do. He is a man of his word. What Zhu did is not a perfect ending but a great start.

什么是改革,什么是开放。

先把基础的原理搞清楚,再进行制度层面的讨论。

这样度量的标准就有了,剩下的再从当事人的时期来考评会更公允。

面对一篇新闻稿,你的荷尔蒙会加速分泌的,你会激动的,但是作为理性人,不应该是感情用事的。

什么是改革问得太好了。

"先把基础的原理搞清楚,再进行制度层面的讨论。"

基础的原理有几个人搞清楚, 接下来能自上而下传达,执行?这个真的需要好几代人的吧。还是国歌唱的好。

朱的书顶多是本书, 有诉苦, 有不甘心, 有表清白, 有划清界限。有些话不说, 也没有人去怪。

改革要靠各位MBA带领探索呀。
