D stress on an action. But "but not all sewage plants are capable of handling the highly contaminated water." is the result from experiment or in the lab. For example, we know that some the rubbish can be recycled, but not all of them. So we need not send all the rubbish to the recycle bin.
It is my view , open to discuss.
You didn't figure out the posibility that leachate may have been directly sent to those sewage plants capable of disposing of it.
I mean some leachate is really sent to those sewage plants capable of disposing of it, but it is not sent to those incapable of handling that.
It doesn't matter. We all fight for the clearness.
