原文推理是：因为便宜，所以日本和西欧会购买多。B说质量不会不合他们的要求。将B取非，则结论不成立。C错在if cost were not a factor。原文的推理是价格问题导致购买量增加，C假设了价格不考虑，则考虑的角度已发生了变化，是在讨论与价格无关的因素，所以OUT OF SCOPE
