整個英文表達習慣都是常用與不常用的情況構成的，也就是說rule多接 that, 或是over ，那麼就得儘量優先選擇這種句子，但若是這些選項都沒有，沒有 that 也沒有 over , 那麼或許 rule sb to do sth也可以被接受，這都是相對的關係。
