This is OG12-78. You might want to check the OG explaination. Here is my understanding. Hopefully it will help.

Body: 3% equipped radar & 33% ticketed vehicles equipped radar => with radar is more likely receive ticket.
Option: (Assumption) more likely receive ticket is more likely to speed
Conclusion: with radar is more likely to speed

A --> B --> C : with radar--> more likely receive ticket --> more likely to speed
