If C is true, "G residents are more likely to report collision to insurance company than F residents are", then it costs more for the insurance company to insure G residents, and this could have caused the higher insurance fees for G residents. So, C weakens the conclusion that insurance companies are making greater profits in G -- C is not an assumption.

Insurance companies charge higher insurance fee in G does not mean that they will have a greater profit in Greatport than in Fairmont.
Yes, C weakens the conclusion.. The question ask an assumption!
