Automobiles ... contribute more to air pollution as they age", then although the taxwould result in fewer new vehicles, those existing vehicles will becontinuely used, and their aging will contribute to more air pollution-- therefore the tax plan will have "little impact".

my bad


I misunderstood "the scraping of", I thought it means the emission of cars, but actually it means "cars dumped to junk yard"
