Garbage is usually collected here on Wednesdays, and the garbage collectors in this city are extremely reliable. However, Monday was a public holiday, and after a public holiday that falls on a Monday, garbage throughout the city is supposed to be collected one day later than usual.

一般原则:公假日后,垃圾比平时后推一天收。

作者推理:这周一是公假日,平时都是周三收垃圾。根据上面原则,往后推迟一天就是周四。故C对

最后一句就是general rule。我想是因为星期一放假,星期一的工作就要推到星期二做。譬如垃圾从第一区到第五区轮流收,那我第三区就要等到星期四,说不定这个星期六就要加班了。说不定公众假期的加班费比一般周末的高。

2. usually - not always

3. extremely reliable - means it could be true that at least 1% of the time it could be unreliable.

Ok, lets check the conclusion, and we find 2 phrases, be supposed to, and later than usual.

Apparently, what happened here is author conclude what would be happened for a specific case based on what is likely to be happened usually from the general cases. Which is to say, author generalize the certain characteristic, high possibilities of something to be happened, of the majorities of event to conclude that particular event must be also sharing that high possibilities to have that thing also happens.

Answer C is perfectly matching with our analysis.
