哪里来的答案？应该是A.

E肯定是错的，it没有指代对象，seemed后面应该加上that，比较形式不对称，而且还罗索。

a中可以省略to cost吗？

C有问题，originally本来修饰seem, 现在修饰cost, 改变了原句的含义。
