that指代satellites，就近指代原则；N+of...后面的成分一般是用来限制N的，所以effort of subjecting ...应改为effort to subject ...不定式表目的。

就近指代原则适用于which, that 可指代前者. 我见过一些.可能是因为effort to subjet 表目的吧

that指代satellites，所以谓语动词应该用are。还有就是effect的用法应该用to表示目的。

雪落无痕说的对, 实际上effort to ...是惯用语, 用to来对effort定性, 表目的. effort不能用现在完成时修饰
