我是如何也不明白，that后面引导的从句不是修饰effect的么？为什么还要用复数形式呢？

screen out is used to modify the mechanism .not the effect.

Because only the meachnism can screen out ..., while the effect cannot screen out .....

1一定要根据意思来判断

2可根据主谓一致因为mechanisms 是复数只能用复数

that is 在本句中为插入语,表示"也就是说",为固定搭配,功能等同于which is
