我还是不太明白。用分词作限定可以表示多次重复的动作，即a motion可多次允许这种行为；我觉得这种语境与sentences allowing是一样的。你觉得呢？
是不是motion 之后就要求用to do 结构，就象名词desire, need等？
对于motion的习惯用法，我已经查过了。根据朗文电子字典，motion作“会上的提议”之意时，固定结构要求是：motion to do sth或motion that。
所以，本题就不能将motion to allow改成motion allowing了。这归结到该名词的固定用法.
