In my opinion,I also select B.But my explain is the information tell us the time of the sale retails is current,but the time of Implemetation is after planning.So the result shows difference between planning and implemetation .The real sale result is a little higher than planning.

大家关键注意问题是说“不会减少”,而不是变为sale tax好不好。即使propery tax以后会减少,也不见得现在sale tax不会减少。

问题的核心在于要增加sales tax,但是学生家长开始缴税,不也是一个增加途径吗?

一颗定心丸迟到了......
但是 这道BF题目给出了很多 条件,“Several large retailers ”而在GWD27里面,B选项只说了one shopping mall。没有代表性吧。
还不明白正确答案为什么是B,个人Prefer D.

强烈支持D~ 本文一直在讨论税收和学校资金的问题。B,说了拉别的地方的购物者,但是并不能完全直接的象D一样说税收和学校资金的关系。应该算out of scope.

这道题不是比较题。。。其实是解释题
个人感觉D 不对,财产税收的是县里所有财产的税,又不是只收学生家长的财产,这个跟题目无关,C 说的是私立学校,无关,至于A,本来就HAVE LEFT,也无关,按E 的说法,税收肯定不会增加,那就不是not necessarily , 只有B 合适了,a shopping mall likely to draw ,不是一定会DRAW,题目说的就是implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools,正好对应。

读了牛牛们的解释 开始还是支持B的,但现在我这么想:
这里实际上按照推断 B\D都是比较合理的,但D的问题在于没有直接说明家长原先没有交财产税的那部分钱会交在营业税上,B的合理性是我们在推理之后得出的结论。而相比之下B就直接暗示了营业税将来会增加,因而B要比D更显得直接
