Aroca County’s public schools are supported primarily by taxes on property.  The county plans to eliminate the property tax and support schools with a new three percent sales tax on all retail items sold in the county.  Three percent of current retail sales is less than the amount collected through property taxes, but implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools, because ______.

我选D。这道题讨论过,结果好象是同意答案为D。因为D说绝大部分学生家长不交财产税,但家长们都会买retail items,所以这就说明了retail items tax对比property tax的优势,也就是为什么虽然税收比例小,但AC公立学校收到的钱不会少的缘故。

B一个新超市要开张,可以吸引临县的顾客。B避开谈两种税收的区别,有些out of scope。切就算超市可以提高retail items的收入,那提高多少,够不够弥补与property tax的差距,这些都不知道。

C中的at least some实在太弱了,到底这个some是多少,能使AC的收入不变吗?

这题我同意B;a significant proportion of parents of Aroca County public school students do not own their homes and consequently do not pay property taxes和原文的推断没有关系,Three percent of current retail sales is less than the amount collected through property taxes(过去的)是一个fact,这里面是两者的比较,不管property taxes是多少,Three percent of current retail sales 都比它少,B说一个新开张的大型购物中心能吸引临县的顾客,所以sales tax going to Aroca County public schools将会增长;C说一些父母把从财产税上节约下来的钱送他们的孩子到没有政府资助的私立学校。和原文的结论也没有关系。原文要解决的是增加Three percent of current retail sales以和过去的property taxes相等。

因为交财产税的人都搬走了,所以即使还是收财产税也不会比retail tax要高了

感觉A和B,一个是说财产税会降低,一个是说retail tax会升高

但为啥选B不选A,我只有个很模糊的概念,请哪位NN再来指点一下

A:  property tax是房屋税, 人搬走了, 房子搬不走, 谁的物业, 谁就得交税啊.


D:public school students 家里不用交property tax, 这笔钱也不见得用在买东西上, 即与sales tax也没什么必然联系


C: 一些人由于不交property tax, 于是把孩子送往私立学校, 这样就算sales tax没以前property tax多, 平均到每个孩子头上还是不少的; 可是原文说的would not necessarily reduce the amount of money going to Aroca County public schools, 好象总数没减少


E: 就太离谱了.

看了诸位解释后,才知道Aroca 是一个county. 原来误看成country.... 所以一个shopping mall 的开张,非常绰绰地会增加它的retail revenue...

这题d和b都可以

问题在于细微的差别的体会

b会吸引邻县的购买者,但是吸引多少?多10%?多1%?都可以,没说所以比较弱

d很大部分的父母不交房屋税,所以加强的程度要明显大于b所以是个更好的选项

只有更好没有最好

D无关吧。

这些孩子们的父母因为没有房子所以就一直没有交财产税,也就是说过去现在和将来,他们对学校一点支持也没有,但是地方政府不会因为他们没有交财产税就减少对学校的投入。现在有了销售税,地方政府希望会有别的办法能够保持对学校的投入,不过地方政府在做出下面的结论,即新收的税比以前少的时候就已经把这些人所能做的支持计算进去了,跟他们有没有房子一点也没有关系,不会因为他们没有房子就再多收他们一笔钱。所以说D根本无关痛痒。

In my opinion,I also select B.But my explain is the information tell us the time of the sale retails is current,but the time of Implemetation is after planning.So the result shows difference between planning and implemetation .The real sale result is a little higher than planning.

大家关键注意问题是说“不会减少”,而不是变为sale tax好不好。即使propery tax以后会减少,也不见得现在sale tax不会减少。

问题的核心在于要增加sales tax,但是学生家长开始缴税,不也是一个增加途径吗?


而且d用了singnificantly 来表示数量的大,b中只有说一个商场能吸引sales的增加,难道一个商场就能支撑给学校的钱吗?相比之下,d不是更加有说服力么?


而且注意到b说可能招徕更多顾客,d是肯定的语气--这些学生家长是肯定要交税的。

但是 这道BF题目给出了很多 条件,“Several large retailers ”而在GWD27里面,B选项只说了one shopping mall。没有代表性吧。

 题目说3%current retail sales比原来property taxes少,有点在暗示现在这个镇的人消费能力有限,

强烈支持D~ 本文一直在讨论税收和学校资金的问题。B,说了拉别的地方的购物者,但是并不能完全直接的象D一样说税收和学校资金的关系。应该算out of scope.

3%是不变的,所以只可能增加retail sales,正如leeon和lawyer所说,B说明了这一点

A和D选项错在:不管有多少人以前要交property taxes,总数(即不等式的右边)是不变的,所以无关

解释矛盾题:

         Retail  Property

现在税收:     R < P;

将来税收: 必须R >= P,原结论才成立(not reduce the money);

因此:只有R增加,才能导致R>=P;

B正好给出答案:R将来会增加;

很简单,文章说sales tax不够,结论说,这个不够没有关系,也就是说sales tax是够的

找一个选项解释为什么sales tax是够的就是答案了。很多shoppers来了,买的东西多了,自然sales tax就够了

思路,原因填空题,找到结论,为这个plan的推行不会使得进入公共学校的钱的数量发生改变(减少),那如何让它像结论所说的那样?这才是寻找原因。再去找关于这个量的信息,发现有个数量发生变化的惟一原因,就是那两个量的大小。

个人感觉D 不对,财产税收的是县里所有财产的税,又不是只收学生家长的财产,这个跟题目无关,C 说的是私立学校,无关,至于A,本来就HAVE LEFT,也无关,按E 的说法,税收肯定不会增加,那就不是not necessarily , 只有B 合适了,a shopping mall likely to draw ,不是一定会DRAW,题目说的就是implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools,正好对应。

我一开始选D 但答案是B

题目的目标就是要能解释  "如何才能增加消费税"

当初也在B和D之间考虑

后来选D是因为 我想成 选项B不知道能吸引多少外县市人来购物

但是D可以保证学生的家长都会被抽到消费税, 我是想像成类似自给自足的概念

基于这个概念...错选了D阿

但看了讨论串还是不知道为什么B对....................

本来我也选D,看过版上讨论B、D之后的差异后,虽认同B亦对,但D尚无错的道理。

读了牛牛们的解释  开始还是支持B的,但现在我这么想:

这里实际上按照推断  B\D都是比较合理的,但D的问题在于没有直接说明家长原先没有交财产税的那部分钱会交在营业税上,B的合理性是我们在推理之后得出的结论。而相比之下B就直接暗示了营业税将来会增加,因而B要比D更显得直接

D选项是无关的。一开始也选d了。但是再仔细看一遍题目,发现第一句话前提就是:学校的收入主要取决于Property tax,

D说学生没有property,那么学生之前不会贡献给学校money,改制之后也不会贡献给学校money. 所以学校得到的money多少,与这一批人没有必然联系。也不会像前面所说的降低property tax的数量。  所以property的量一直是一个固定值,无法改变。只能改变另一个变量,即retail tax的值。

本来选的是D, 后来看了大家的解释以后选B

B对的原因在于现在的tax law 是base on all retail items sold的,所以如果新开一个shopping mall, 就必然会增加sold retail item, thereby increasing tax

而d强调的是在property tax下面,有一部分人不交tax。 然而要support 题目一个隐含条件是:在新的tax law下,这部分人会increase their retail sales so that total tax collected can be increased. however, we cannot conclude from the text that these people will increase their purchasing power.

D这么说吧可能会好理解一点。
文章题目中说current的sales是低于property要交税的那部分的。特别强调这个current,因为D中说的是家长不交钱,从过去开始就一直没交过。因此其实题目中给出的这个current的事实已经是考虑了家长不交钱的了。就是题目已经告诉你了,家长不交钱的情况下,我的current sales那部分是比property要交的少的,因此即便再像D一样强调未来家长也不交钱,也并不能说明sales会增长,不能说明进public school的钱会减少,因为这个情况是始终存在并且一直不变的。  不知道我说明白了么?

其实C的错很简单,先开始我也选了C,但是仔细看看就明白了。
C里提到的是send their children to private schools not funded by the county, 注意,是private school! 而题目中说的是would not necessarily reduce the amount of money going to Aroca County public schools,是public school,所以C是无关选项

这个句子前半句最重要的是3%这个字眼,如果税基相同,3%是导致retail tax比property tax少的原因,那么,从税额=税基*税率这个公式来说,既然一边已经确定了,我们就从另外一个要素出发,税基,而shopping mall又解释了这个税基的不同。所以B是最直接和有效的解释。其实我在做逻辑题的时候还这发现不少这种有隐含数学关系的逻辑题,如果能够看出他是对着这个公式去的,那么玩削弱,加强和解释都很容易呢~~~

我觉得你这个讲解很好,但是更能确定B不对了。。。B说能有更多的shopper来,并没有说他们会花多少钱。shopper数量的多少不等于税基的多少吧?
而D更direct说,之前的the amount of property taxes少。所以就不会有太多的差别。。。

其实这道题可直接根据与结论的关系紧密程度来排除其他选项得到B

这题到现在10年了,也是醉了。。。选了D,还在找能说服自己选B的理由
