部分这些努力（指的是In an attempt to reduce the crime rate的努力）是禁止囚犯学习大学阶段的课程。
deny inmates the access (they formerly had) to college-level courses。这样应该就能看懂了，they formerly had是做定语从句修饰access，是说原先囚犯们可以去上大学阶段的课程。access是名词作者: AprilL 时间: 2011-11-9 17:43
