我有个疑问,即OG解释The subject of the clause introduced by saying that is the singular noun compliance. 但是该句的主语不应该是compliance with laws么? 两者应该为复数不是么?

compliance with laws依然是单数的。 主语是compliance,我觉得有点类似于集合名词吧,比如a team of members,后面依然用单数的,而不因为members而变成复数
