To me - B - would be correct.
I don't know the technical terms but I believe that (to distinguish discrete sounds and words) and (to make sense of speech) is a compound appositive(the most common kind of appositive consists of a noun or nouns that follow and further identify another noun or nouns) that describes outcomes of conversational pace. "The result is" modifies "to make sense of speech".
The problem with D is that "results in not making" does not modify sense of speech as it should. I have no clue what it is doing and clearly it is not a part of the compound appositive because again, it should be the modifier.
I think the key is that "the result is" should be a modifier.
