其他论坛上面有谈到: 已经有了according to Interstudy, 句中再出现代词it作主语，好像觉得比较蹩脚。 但是我觉得如果句子成分完整，指代清晰地话，蹩脚不能成为排除选项的唯一理由。（幸好有人称代词they的数不一致的情况可以排除他们）
我觉得分号后面不是不完整，只是省略了若干成分。 分号后面 是 it （主语）estimates （谓语）that 73 percent will be （宾语从句） 主句是完整的
