如果based on 修饰上句句末名词society的话，就意味着最后一句是非限制性定语从句，需要有which做指示代词，代表society.如果没有的话，based on 这句话做状语从句，修饰主句的动词develope，说明这个develope动作发生的方式是以caltivation...,harvesting...,exploitation...为基础。之所以用based on这种分词形式是为了强调。
