This question is similar to sufficient assumption or enabling assumption. Do you think B) would allow the main conclusion of the passage to be drawn?

请问一下E为什么不行啊？这些plants失去竞争以后就无法跟国际市场的产品抗衡于是就倒闭或者裁员所以就increase in umemployment啦。。。。。。

E说反了你好像看错了题了 E说的是没有policy（without aid）会带来失业
文中说policy contribute to urban unemployment，是指policy造成失业，所以要解释为什么执行这个policy反而会带来失业
