正确答案为E。
疑惑的是比较结构。如果把D答案改为a risk as little as one chance in a million of casuing 可以作为正确选项吗？
就是说present as little as risk as one chance in a million 与present a risk as little as one chance in a million 有区别吗？

其实我当时做到这道题目的时候也有这样的疑惑，但是我觉得你那样改写可能对
不过后面的of causing 应该是redundant， 不如to cause好
