标题: Argument 29:增加自行车道——argu刚起步,求指导
29.The following appeared in an editorial in a local newspaper.
Commuters complain that increased rush-hour traffic on Blue Highway between the suburbs and the city center has doubled their commuting time. The favored proposal of the motorists’ lobby is to widen the highway, adding an additional lane of traffic. Opponents note that last year’s addition of a lane to the nearby Green Highway was followed by a worsening of traffic jams on it. Their suggested alternative proposal is adding a bicycle lane to Blue Highway. Many area residents are keen bicyclists. A bicycle lane would encourage them to use bicycles to commute, it is argued, thereby reducing rush-hour traffic.

Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation and the argument on which it is based are reasonable. Be sure to explain how the answers to these questions would help to evaluate the recommendation.
我的思路:
别的路段的经验不足以借鉴
居民爱好自行车不等于骑车上下班什么的
建议的可行性与可能的坏后果?

The author recommends that a bicycle lane should be built so as to improve the traffic condition on Blue Highway. In order to challenge another alternative proposal, the author points out that the traffic condition on Green Highway became worse after adding a lane. Also, the author points out that many residents are keen on bicycle. Although the recommendation seems plausible at first glance, the author need to take several questions into accounts in order to better support the argument.

To begin with, in order to reject the original proposal, the author bases on the fact that the situation on Green Highway was worse with an additional lane. However, the first question the author should address is that whether the traffic conditions of Blue Highway and Green Highway are equal. Common sense tells me that the conditions vary from place to place. There is a good chance that though this method failed on Green Highway, the recommendation may work perfectly on Blue Highway because its highly different road condition, main vehicles on road and other possible factors. If the given case is true, the recommendation of a bicycle lane will be weaken. Unless the author can consider the question adequately and give us an explicit answer, the situation on the other highway can't back the argument logically.

Furthermore, even if the choice of an additional common lane can be eliminated, in order to firmly bolster the argument, the author needs to find out the answer of one more question whether the residents will choose to ride on a bicycle on everyday traffic. The fact that a large number of the local people like riding a bicycle may be true. However, perhaps they just do that as a relaxing exercise or they ride a bicycle to keep healthy only in their leisure time rather than choose bicycles as their main traffic tools. If that is true, the recommendation of adding a bicycle lane will be meaningless and thus the argument will be weaken seriously.

Last but not least, even though the foregoing questions can be solved with substantiated evidence, there are other two significant questions that the author should concern with. Is the recommendation feasible? What’s the possible negative result of the implementation? It is high possible that due to the tough geographical conditions of Blue Highway, it is too difficult or even impossible to add an additional bicycle lane. Thus, the implementation of the proposal may be impossible. Moreover, even if humans are able to add such a lane to Blue Highway, will the bicycles with a relatively slow speed on the road have a bad influence on the fast motors? We just don't know. Only with cogent consideration of both the two questions can the argument become convincing as it stands.

No one can deny the possibility that the addition of a bicycle lane will be an excellent solution to the unpleasant traffic problem on Blue Highway. However, in order to fully develop his recommendation and make a more reliable and persuasive argument, the author should reason more carefully and address all the possible questions which may weaken the validity of the argument.
