10. However much United States voters may agree that there is waste in government and that the government as a whole spends beyond its means, it is difficult to find broad support for a movement toward a minimal state.

1,主句主语和从句主语一定要保持一致。此句中主句主语是虚拟主语it is，从句主语是voters。主句肯定不能理解为 it is difficult （for United States voters ）to find broad support 。。。。，是否可以理解为主句主语和从句主语不一致？那本选项不就错了吗？

2，voters是可数名词复数，为什么用much修饰，这不是也错了吗？

much 表示“程度” 不是修饰voters 而是修饰 agree
