The correct choice is C. But why? Am I missing anything here? I don't see the reasoning at all.

Discussed before.
If C is not true, say the undated was written in 1770. S should have started peddling around 1750. Then he could not have been arrested in 1739, thus contradicting the dated document. Therefore C must be true.
