我想知道D为为什么不对？我觉得E比原文少了一层含义：他们以前已经下降了

'will continue' means something happened in the past, last till now and will go on in the future, so 'have' is not necessary.

如果continue换成别的动词，d选项有没有错误？，特别是“as they have already“有没有错误？能省略done的吗？
