这题选C，别的选项都知道为什么错了，可是不太明白为什么要用as，我觉得很多余啊，cite as。求各位帮忙翻译一下。谢谢大家

我觉得是倒装， as an obstacle to congressional passage可以放到最后

是倒装句正常用法是 cite A as B 倒装是 cite as B A

选D的话划线外的that xxx 就修饰错了对象了

我记得有好几道题的正确格式是 xxx，（........,） that....
括号里的是插入语，that修饰xxx，这个不能是不选D的理由吧.....
