I am a little confused by this question. For my understanding, "burn significantly fewer calories" means "消耗较少的calories", which definitly regain weight.
For choice (a), "consume substantially fewer calories" that means "dieting" or "消费更少的calories".

我想是这样的,你对A中的consumer的理解有误,在这里不是“消耗”的意思,而是“摄入”的意思。
这样对A取非就成为:很多超重的人在减重成功之后,会持续节食,比正常体重的人摄入较少的calories。
这样就能推出他们不会再度变重,从而削弱了结论。
