to reduce the crime rate-->to deny inmates the access to college courses--> inmates who had taken such courses committed far fewer crimes overall than otherinmates.(暗示college course能够使囚犯释放后减少犯罪),logical gap: 选择去学习college courses的人和不选择的人释放之后的犯罪可能 不一定一致。
也就是说选择学习的人可能本来就不容易再次犯罪,这样无法确认college courses的作用。
这样一个比喻,比如小明吃了减肥药A瘦了,不能直接推出A有减肥效果,因为可以小明有糖尿病...。
C选项填补了这个LOGICAL GAP
A选项忽略了选择学习的人在college courses之前的性质,盲目强调college courses的效果,所以错误。

我理解的是,犯罪的人分两种,一种是没有进果监狱就犯罪的,一种是进了监狱,出来以后又犯罪的犯罪率没下降,除了与后一部分人有关外,也与前一部分人有关
所以进过监狱的人的犯罪率上升,前提是没进过监狱的人犯罪率没下降,所以觉得A也不错。。。。

题目中只是讨论了进过监狱的学习大学课程的,以及进过监狱没有学习大学课程的。
因为题目讨论的是college courses对inmates的影响
