First of all, this type of questions was explained before.
It is very typical: comparison between absolute value and relative value. The first increase is absolute number of increase. The second is relative value - percentage. One simple example: a 10 million population increase in China might have a much smaller percentage increase than a 1 million increase in Camodia. Btw, share of total employement paralells the percentage increase on its own base. For example: low-paying has 10% increase and high-paying has 15%. High-paying will have a bigger increase in share of total employement.
If it is still confusing, use numbers. It is an approach recommended by many American institutions.
