一家之言，不对请指出：
这道题其实是weaken 题
A support the recommendation.
B 的意思应该是经过几十年低于高峰值得生产运行，现在的制造业的生产制造能力已经达到一个接近顶峰的水平。因此，即使这个recommendatioN是可以促进该国家的出口的，他们的制造厂商也没能力达到。
我认为CDE都是无关的选项。
