Therefore, if Congress institutes a subminimum wage, a new lower legal wage for teenagers, the teenage unemployment rate, which has been rising rising since 1960, will no longer increase.

我选了E但是答案是B,我怎么都想不明白啊....

请哪位高人指点

咋没有人回呀,难道真的是难题?

E选项有occasionally,偶尔不等于全局,不能削弱结论的。
B可以理解为有因无果的削弱,工资不变不能导致失业下降。这个因和结论的因不一致,其实,但是用排除法也只能选它了。
